[1.0.55] General Storage - UC gets the empty ones

There are these "General Storage" buildings, but they are not created equal:

• HN cities get various loot AND respawns it (including chests).
• HN farms get food and do not seem to respawn chests.
• Shek get food (at least in the Last Stand), not sure if the chests respawn.
• UC gets empty chests, loot is only on the shelves. Pitiful!

Side note: I am not very good in FCS, did not find where these "General Storage" buildings are defined.
