Terrain Issue - Port South

Description:
The back entrance for Port South has terrain that is impassible.
Steps to Reproduce:
1. Go to port south back entrance
2. Attempt to walk into the city
3. Player should get stuck against an invisible barrier
Consistency:
Permanent issue with the terrain/city
System specs/OS:
Intel 15-3570K @ 3.40GHz
ATI Radeon HD5770 PCIE 1GB
8.00GB G-Skill Ram
64-bit Windows 7
Severity:
Minor, you can still access the city via the front entrance
Workaround:
Use the front entrance to Port South.
