Crash while saving/loading ,and unpopulated cities

I've been having a problem with crashing during quicksave and quickload. It does end up saving even though it crashes. Loads from title screen perfectly fine. After the crashes started I often come across towns and settlements that are unpopulated.

this happened once to me, i imported to a new game to fix it

My entire game is unpopulated except for patrols.
