A quick search found a thread about this from April that hasn't been replied to, so I thought it best to repost rather than reply to that old thread.
I had a guy whose left arm health fell to -15, and after it healed, it continued to hang, ragdolling. Reloading the game after it healed fixed it, and the original thread I saw noted that picking a guy up and putting him down might've fixed it as well, but I thought I should note that it's happening, haha.
0.42.2 Limbs Not Recovering
Happened to me once as well, it ragdolled around, but if i assign him a job with a "fixed animation", like working at the research table, the arm would be normal, not broken as ragdolling, but it would be in a different position, ike if it had got a 180º twist xD, so instead of b e forward, he d hit his back.

I believe this falls into the "why bother fixing it" category, as from what I understand a limb that has fallen to a negative value will be severed in the future. It makes more sense to leave a minor graphical glitch as is, and wait until the code to sever limbs and replace them with a prosthesis is in the game.
Wel "problem", if can even be called so, is that they not severed or cut out, they still work, just ragdll around, and i wouldn t say is a glitch, if is broken you have no control an will just be bouncing around xD, so glitch or not i still see some sense(and some times hilarity), and is easy fixable with a load, so isn t when broke, but yeah as you said, in future will take more atention into it, so there no need bother.

iirc, limb severing will be at -100, but then we don't know if it'll work differently with blunt weapons. Another way to fix it is to get the limb severely wounded again, and this time have someone with a splint kit heal the wounded character.
