This is very consistent bug.. i mean it happens every time.
(let me explain on cooking stove example)
If your worker arrives at a point, where he has few remaining barrels of water in his inventory, and cooking stove runs out of flour, then instead of replenishing it automatically, he just stands on a place, doing nothing. ( he has space in his inventory for plenty flour bags, so its not lack of inventory space...).
This often happens in productions with two input resources. and if you put large backpack on your worker. (that way he takes loads of resource he currently needs and has some leftovers, when he starts to need another one. )
you can recreate it easy with cooking stove, just give him large bag.
I found a way around it... dont give large bags to sensitive jobs (like cooking, rum still) ..that way they cant take too much resources.
although, its nothing that would bother the gameplay too much...

That wouldn't work. He'd still put 6 bags of flour into his Inventory, put 5 of those into the stove and then be uable to get water.
I encountered what you're talking about now. The worker at the Cooking Stove will not try to get Water to put in the empty INPUT slot so long as he has any Strawflour in his inventory.
Getting rid of the backpack seems to be the best workaround for this.

It seemed that rum and bread makers wouldn't check for new materials such as water or wheatstraw being available. If it was somewhere available when they started crafting, it was okay. But if there was no water around, they would sit there even if water was drawn, unlike ore workers that instantly went and got the new ore when it came out of the mines.
