0.44.1 NPC's not loading

Town NPC's not loading. Acquired my 20th faction member and ever since have had issues loading NPC's. There are no traders, police, town guards or citizens. The only ones I find are bandits, ninja, and wandering samurai and holy servants. And these are in more frequent abundance than usually observed. Aside from using the populate option in the editor [Ctrl + Shift + F12] (I crash when opening the editor), is there any way to "force" load them or fix the problem?
