0.45 windmills

Ok, didnt see this listed.
I started a new game. no import. Was rebuilding my empire, when i got to placing windmills. When i set the windmill in the direction i want it, all is fine. when i actually commit to the build, it faces the windmill in the opposite direction ( or possibly just facing east). when the construction is completed, the windmill then faces the correct direct (the way i set it).
