Guards become aggressive towards merchants (0.70)

In a new game guards are becoming randomly hostile towards NPCs. First they began attacking a shop guard. Next they took out an advanced item merchant. Finally they destroyed an entire caravan including the caravan guards and the pack Gars. Make the beginning of the game a little too easy if you can just loot all of these rich NPCs .
