Bandits Free-passing Cities? Guards idle 0.74.13 (14 to?)

I had this peculiar glitch (i think) where first Dust Bandit Squad and then Hungry Bandits roam through a City of "EyeSocket".

Dust Bandits didn't attack, they just go to a bar, but then Hungry Bandits came and attacked. Guards ware not interested (seems bellow their pay grade) and i was forced to cut those 2 squads down myself.
Wierd. Dust Bandit squad had bandit Boss with a bounty ...if that helps.

I've also experienced this problem in Trader's Edge. Dust Bandits, Hungry Bandits, and even Wolves entered the city, attacked my squad within the walls (in succession, which turned out to be about 25 minutes of fighting, patching up, and fighting again) and the Police literally walked past and did nothing.

I do not have screenshots of this (as I was more worried about keeping my ragged band alive after 3 grueling and debilitating battles) and have yet to experience this problem a second time (as I now no longer have a need to even go in to town since my outpost is now self-sufficient).

I had this luck my team was 26 men strong.

Did it happen on 0.74.14?

I have the same issue of guards not mindong bandits and other riff raff attacking me but I tend to solve it by initiating combat with them. The police dont care but it does aggro Samurai and military personnel. Once the military dudes are in combat THEN the cops enter battle.

I dont know if this will be the case for you.
