Seems mostly random.

The shop inventory screen comes up but when swapping items no currency changes hands, the money sound doesn't trigger.

Any items I take from the shopkeeper or shop counter get a 'stolen' tag when this bug occurs.

I do most my trading in Port South right now - the Construction goods merchant (who is missing, I think stuck under his building) works via interacting with his counter (money sound happens).

The weapon shop does not. I may have a fine 'free' nodachi.
