Police Attacking Civi;s

So i walked into Brink one day and the cops just began slaughtering the civilians and then the Samurai of the United Cities began killing the Police. Not sure what caused the police to begin killing the civilians but it definitely broke the game. Is there any way to fix it, or just reset world?

import into a new game.
though this usually results from a bug with the bounty system. so you could encounter it again.
