So there is a Beak Thing walking by and I have a turret guard standing by. I commanded him to shoot that roaming Beak so it wouldn't interfere with any of my workers. Kept missing its shots despite it being a SLOW target.
However, upon a closer look at the Beak that my turret guard keeps missing, I noticed something...The shots somewhat "stopped" as soon as it landed, then after that I noticed that the shot missed entirely. Seriously? How does that make any sense at all? It landed, but didn't landed at all.
Turrets will still hit the Beak if they're actually attacking, but can't be hurt by turrets if they're not attacking. It's because of the shots being "obstructed" when it actually "lands" on the Beak! Ugh. Please fix this. And follow my example to believe this.
UPDATE: Scratch that. It turns out that the turrets will NEVER hit the beak things at all...almost never. It's just because the shots just keep suspending themselves in mid air whenever those should would've landed by now!!
Turrets can't hit Beak Things
The problem seems to be an inverted skill-based multiplier somewhere in the code, probably a typo. Low level turret users can hit things fine, but any experienced character will have issues and at higher turret levels will NEVER hit. For now I'm rotating turret newbies when I need them.

Looks like the hotfix says that the turret should be hitting targets. Is it really fixed?
