[0.91.9] Upper half of some stairs not working

Sometimes in my game, some stairs to some buildings in town sometimes stop working, resulting in no characters or npc being able to enter/exit the building. When commanding an character to move to the upper part of the stair he simply ends up underneath it. Telling him to walk back to the lower part of the stair he is able to move the same way he came to be underneath the stair.

I've tried reloading game and that didn't work.

And I cant attach my zip:ed quicksave folder to forum as it bigger than 25 MB.

Happens to me in 0.91.9, police station stairs in stack are completely broken for me, which means I can't deliver bounties there.

I am also unable to enter the Stack police station due to stairs.

Tried to import my characters into a new game in 0.91.10 and I still cant go up the stairs to the police station in stack.

So the bug continues into an imported game. Just a note
