Can't Adjust Building Placement Height

So I've been playing this game for ages, but only recently have I somehow lost the ability to move any buildings or objects up and down in build mode.
Recently updated to the current Experimental version, and it was working fine for the first several buildings. But now for some reason nothing happens when I try to adjust the placement height. This is a persistent issue among all of my current saved games, and with so few flat areas to build on, it's pretty frustrating to have everything buried half way in the ground. Not to mention the pathing problems that creates as well.

So far I have tried:
Verifying the game cache via Steam
Re-binding the keys through the in game options.
Deleting the controls.cfg and settings.cfg files, and letting the game rebuild them.
Rolling back to 0.90.10 (have updated back to experimental at this point, less crashing)

Any help would be appreciated. Can't really found any working cities currently. Such a strange thing to have randomly pop up out of nowhere.

UPDATE EDIT: I just finished uninstalling, removing the leftover Kenshi folders and files, and re-downloaded the full game again. Created a new game rather than replacing my save files, and the issue persists.
I tried placing buildings in a number of different locations, at different altitudes, on both flat and sloped terrain. Still can't get anything to budge up or down in the slightest, although rotation still works fine.
