In Brink, telling your squadmates to sleep at floppy's results in them running up to the bed & proclaiming 'This isn't mine', then standing there.
However, you can pick them up & use the 'NULL' option to place them in the bed as usual.
Here's a screenshot after reloading a save where I used that technique to tuck in my wounded fighters.
They complained but stayed put.

Hey, was wondering do you have the no faction bug too?
I tried out getting people to sleep since we have the same sort of scenario, importing from 0.76.4 but I haven't gotten that bug to pop up. I guess it must be related to your save.
