If you're desperate enough, you can pick up one of your starving people and toss them in one of your own prisoner cages and it will feed them. Your own people have to be picked up and put in one, they can not enter one on their own, but it will feed them up to 200 and does not take food from your outpost storage to do this. You will have to let them out, they can not lock pick or jail escape them selves from cages you built.
