I noticed the dog starving while being with the rest of the squad in the outpost.
There is food storage with lots of food and everyone is well fed, except for the dog.
Gecko, the NPC the dog is following, has food in her inventory.
I had to drop meat to the floor for the dog to eat.

Is the food storage outside? Animals can't go inside so they can't use food storage.
Is the food in Gecko's inventory in her backpack. It must be in the backpack and not the normally inventory for others to access it. She also needs to be in the same squad as the dog in question.

The food storage is in a house, but the dog is small.

I still think this is a bug, the dogs should just share food like the other squad members. It needs otherwise too much extra attention, I have to refill Geckos backpack on a regular basis.
On the other hand... the need to actual drop flesh in front of the dog to feed it, was cute. Maybe something like, you need to "hand feed" the dog at the beginning and later it shares food.
