[1.0.28] Black Scratch bar hasn't restocked for days

Do bars restock regularly every day? Just like all shops do? Because, the barman in Black Scratch hasn't restocked for days without import.

I see this happen often, mostly at waystations but seems to affect any bar if I got there often. Sometimes it will fail to restock after one visit others it's random but only thing I can find to fix it is import.
