0.98.23 The Great Fortress PD not accessable

The terrain at The Great Fortress shows a path leading to the police station, but the terrain is too steep to walk to it. The obstruction is in the path leading out of the police building about half of it's width from the front door. I can see the drawn in path leading to it, but it's faded at the point you can't walk past.
