Sometimes a bartender or baker, argue with random citizen whether the door to their establishment should be opened or closed.
And so they stand there, one opens the door, the other immediately closes.
Persists through save/load.

UPDATE: Supposedly, editing civilian's AI package helps, namely removing "Shop Lock all the doors" and "Shop open up doors" bits.
