Graphics not loading, Terrain all floaty pixely

Ok so here is what is happening when I get to the character creation screen. I can't see any menus, or terrain. The buildings seem to be intact, and so are the characters. Everything else just turns intos floating pixels or something and they keep moving around:



I have tried changing all the settings; vsync, fullscreen/windowed etc. and everything in between.
I have the latest updates of the game and my video card etc.

I am running:
Windows 7 32bit
4 GB RAM
Intel Core 2 Duo CPU P8600 @ 2.40GHz
Geforce 9600M GT

Ah Thank you, yes entering a building does make it seem to work. It doesn't do that bug at all any more even if I quit the game and go back in. So that is good. At first I thought it was related to buying the game, since I did that on the demo, entered a building, quit, bought the game, and then everything was fine from then on.
