In some degree, I can understand, why should dynamic portrait system been kept.
Thought, it's pretty hard thing to do, as well, actually, isn't that much needed (I mean, that 3d image shot from every character on certain events... it's just not that effective -.- and buggy as well)
From proficient of other rpg games, most resourceful way was and is - portrait image shot from character creation stage. After created portrait image is stored into local storage.
There was other suggestions, like custom portrait images or images at all. So far, I see, that 3d-capture approach was taken.
So then I suggest to use way I mentioned before - portrait shot from 3d character creation/modification part, storage it in image file, load it in game loading time.
And headgear - it isn't actually that important, as people like giving individual characteristics to squad people, so then best way to differ 20 people from crowd is allowing them to show up differences in portrait image, not covered by same headgear, as other 5 people wear it.
Best reference to look at - Bioware games.
