So the setup is that i have a bunch of people crafting edge-5 katanas on weapons benches. To support them, i have one dude on the hemp farm, two dudes on looms, and one dude on the steel refinery, with a crap ton of stocked ore and 3 automated ore mines running. Everything is powered properly.
Expected behavior:
The guy set to "work" the steel refinery should:
Operate the machine, producing steel from ore.
IF there is no ore, retrieve ore from a.) the storage or if there is no ore in storage b.) the ore mines.
IF production is full, deliver steel to a.) workbenches lacking a full compliment of steel (closest first) or b.) steel storage (hopefully coming soon? heh) if all workbenches are full.
Actual behavior:
The guy set to "work" the steel refinery gets BLOODY BORED and starts picking up / dropping off BUILDING MATERIALS from the nearest building material storage extremely fast (~ one hundred times per second [blurry fast]), and then eventually gets bored of that, and goes to "operate" the full, automated ore mine, which does absolutely nothing.
None of my katana crafters are being supplied with steel.
I cry.

I should say that the hemp > fabric > workbench chain is working correctly, and that the ore > steel > workbench chain HAS worked in the past. I don't know what changed since then, but this save is unplayable (in terms of crafting / selling gameplay) at this point.
I just came across this issue on my Fabric Loom. The worker that was there decided to run off to the building materials storage and repeatedly remove and replace building materials as fast as he could.
I manually emptied the Fabric Loom's output into his inventory, now he just sits there.
Removing all but 1 Fabric from his inventory (he now has space for 2 building mats instead of 3) and he repeats the same process as above.
Upon emptying all Fabric from the Loom AND his inventory, only then does he resume his normal duties until the output is full again.
This exact issue occurred earlier while I was building my stone processor. With a group of them, all of them will run off to the building materials storage, but the first one to get there starts the spam process, thus refusing to allow any other builders to grab materials. Same thing happens with a lone builder as well.
EDIT: It appears that the worker at the stone processor properly moves the full output to building materials storage.
UPDATE EDIT: So that guy from the Fabric Loom? I just placed a single Fabric in his inventory while the output was not full, and he immediately ran off to the building materials storage.
EDIT CUBED: So I had a guy with an inventory full of building materials work at the same Fabric Loom. When the input ran out, he properly emptied the building mats into the building mats storage and obtained hemp from the farm to continue work.
4 LEAF EDIT: A positive update this time. With enough building materials in his inventory to have a single fabric in there. He instead added the building materials to a nearby weapon smithing bench II that hasn't begun construction yet and started construction. Upon needing more building materials to continue construction, the spam at the building mats storage began again.
WITH OUR EDITS COMBINED: So there is some form of Dijkstra's going on here. Upon placing said PC with a single fabric and building mats near the smithing bench, he continued construction when I ordered him to work at the Fabric Loom, which must mean my Fabric Loom is closer to the storage than the smithing bench construction.

I erased that game. It was my first game, and I figured it had something to do with the huge battery of storage I'd set up. I wish I hadn't now that I see you've had the same issue. Did you by any chance have 50+ storage boxes full of building materials when this started happening?

On re-reading what you said, I remembered that some of the time instead of the "operating ore mine" behavior I described in the actual behavior section, he would try and add materials to something, but I could never figure out what. I didn't have any unbuilt structures in that area. He also never built anything, just kept trying to add materials.

It's a shame you erased the game without zipping it up and uploading it. I have dozens of building materials storage, maybe not quite 50, and haven't experienced this issue. Without a save game to examine reproducing this exact issue to fix it may be troublesome. Hopefully if anyone else encounters it they can upload their saved game.
I had some unusual behavor like this, though not quite as severe.
basically, if i have a weapon crafting bench up, and i send someone to run my automated steel refinery, he will head straight to the fabric loom, grab as much fabric as he can hold, then try to cram it all into the weaponcrafting bench, then head over to the steel refinery and then act completely normal from there aside from carrying around a bunch of fabric.
doesn't seem to happen if someone is already on the loom, whether they can actually do work there or are just standing around waiting on a place to put the stuff.
never had him mess around with building materials though, that's pretty wild.

Is the issue still present in your save? The entire quicksave folder in the saves directory(Quicksave0 is a backup) should be zipped and uploaded, although if it is far too large you may import squad with buildings and that should trim it up a bit, or otherwise just upload a split archive into two separate posts.
Issue is no longer present in this save file. The aforementioned smithing bench has been completed and the fabric loom worker properly delivers fabric to the bench until it is full, at which point he properly sits there until manually removing the output.
To add my two cents to this, I did have this problem, but it worked itself out.
Back in the old days of my squad when I was still teching up, before the advent of automated mining, I had the OreMine/Refinery/WeaponBench chain set up and working properly.
Then Automated mines came along, I replaced the old ones with them, and then the problem started exactly as stated in the first post of this thread. I was dismayed by this, but after a few saves>exit>load, the problem just stopped, and now the weapon benches get automatically supplied with steel.
So to be clear, the problem was the same, ore would be made, but never taken to the benches where it was needed, and the guy on the bench would just wait forever. At the same time as this was happening, my workers also refused to take refined stone from the auto refinery to the storage boxes.
So I don't know what 'fixed' the problem, but I think the problem is somehow related to the automated mines, since thats when the problem first appired for me and the only thing that changed was the mines. Hope some of this helps.
PS The Hemp>Loom>Bench loop always worked fine, even while the ore>steel>bench problem was in full swing. So it might be a bug that only happens under very specific conditions maybe?
