Where do NPC squads normally spawn on...?

So, I went to places where nobody (and I meant the players) would normally go to, so I can hunt for bandits to kill/bounty, but am seeing NOTHING as I explore everywhere.

However, I was able to see some squads as I travel between towns. But seriously, is that how they randomly spawn for now? Why not everywhere? Or "danger zones" or something?

I don´t think they would respawn in front of your eyes, and i thin they can do anywhere as long as they "belong", like a patrol will start in a town of their faction, and bandits randomly. My guesses only.

I think cannibals are in the north. Bandits I'm not sure, but presumably around the wastes area as well.

Cannibals spawn in their villages, bandits might be random, but seems some do more in some zones than others.
