0.69.2 Short wall wire frame not being built

Short walls are sometimes not built or can't be built. They have 0 condition instead of 0 of 1. There is no hammer symbol with mouseover. The picture below is from a segment next to a gate but it also occurs in the middle of walls. No crashing this time around but still getting the indoor message when tacking down a line of wall and then trying to keep going with a segment all in the same selection before confirming or right clicking.

This is from a 69.1 save loaded in 69.2
