No more companions left?

Is there a way of refreshing taverns so that more characters appear that can be recruited? Because it seems to me that ive recruited basically everyone, but with the new update raising the companion cap to 50, ive only got about 25 people and I just can't find anymore. I also feel like eventually there should be more ways of recruiting people to your faction than just through mustering people in taverns.

My companion problem is mostly my own fault, I suppose, because I'm only recruiting women. (What can I say? It seemed like a good idea at the time.) But I keep finding taverns with no companions at all - and shops with no shopkeepers, too.
I just bought the game, and I've only played it for 14 hours. (What? 14 hours already? I didn't realize it had been that long!) Nevertheless, it seems like bandits have been entering the towns and wiping out many of the residents.
I might have accidentally changed some options which affect this (absent-mindedly rolling the mouse wheel changed some things, and I don't know where they were set originally), I don't know. But I gather that the towns don't repopulate over time?

my crew is all female as well
takes me importing into a new game several times to get that many. though usually i play lone style.

OK, importing into a new game worked great for me. New companions and shopkeepers, too! (I haven't started building anything, so I didn't have to worry about importing buildings.)
