City Authorities going MURDER (and I love it)

I don't think I've seen it with Police - but I've seen it with Mercenaries and Samurai when fighting bandits/scum near them.

During mass melee either I - a Police or Samurai (I hang out most around United Cities towns) will seem to friendly fire into a friendly and get a small bounty. It is most apparent in Port South when Samurai murder the Police population for daring to step over their bounds while they gang-slay bandits.

I'm not sure that it is a friendly fire style scenario - but I've successfully dodged getting myself murdered by avoiding the mass melee's and hiding in a building when the samurai/police/mercenaries are on their warpath as they've turned on me as well.
