So I'm at work and don't have much time but I didn't want to forget about this. I'm going to pull a page out of Fallout New Vegas and say that a gambling table should be added to the saloon. You can use cats or items that you've bought, stolen, or found as currency. The items value would play a part in what it would be worth. It would give you a chance to earn some extra coin and at the same time possibly increase the earnings of player made towns. Ooh, and slaves could be gambled with based on their attributes. Now I know that this probably will never come out but some form would be good.
Are there plans to increase the amount of npcs roaming around and living in towns?
Has there been any thoughts to making a capital city where the majority of the police come from and where you go if you've done some really bad things and get captured?

Gambling would be nice. Something simple like dice or lower-higher.
I think you can tweak population slider womewhere in the game options "warning, may cause intability" though
As for capitals, i guess Stack may be considered the capital of Holy Nation, and Rebirth (aka Small Time) has a massive quarry where, judging by dialogues, criminals and sinners will go to redeem themselves.

It would make sense that when society goes too far down the rabbit hole gambling off clothes, food, gear, or slaves would become common even if it wasn't widely accepted.

If items are added to gambling as well, I'd like to see other players apply pressure on the value based on how in the hole you are. If you're far behind, you get a lower percentile value for the item. If you're ahead, you might get a small bonus to the value. How will they argue when they already owe so much?

Perception might be a good skill to rely on for gambling, or to at least influence the use of the skill.
