As you sell and buyback items, they lose their "Stolen status".

It's like laundering money.

If the Shinobi Thieves guild is present in the town it's a very easy money to steal, launder and sell back to the anaware victim forever.
Especialy since the trader has 25k.

Hi,

Putting NPC's items out of containers will negate the "Stealing chance".
Allowing you therefor to steal anything at any distance of a trader.
It also allows you to take weapons and clothes off of NPCs while they sleep.

Hi,

Requires to be part of the Shinobi Thieves.

In Clownsteady or the Hub.
On the second floor of Shinobi Thieves towers you can find safes, chests and cabinets.
Once you are part of the guild you can picklock these without being troubled by anyone.
Being level 58-100 locks, it's a fast exploit to get to 100 thievery.

You cannot steal anything while someone watches.
The owner is the items and safes are the Thief Bosses.

You can lockpick the chest on the 1st floor from behind the wall in snailhouses.

In the Swamp Ninja Outpost, the residents won't aggro you if you steal, attack, sneak attack any of them or even use their training devices.
I had a very low level here so I made sure, using the exploit negating the steal chance, took all of their swords and had a little fun.

Yes I forgot to apologize, but I had this report (4) in another window.
So it was sent before I could see that you grouped them up.
So, a late sorry.

Here's another one.

There is a soft spot in certain building, forgot the name but the same kind the weapon and armor dealers of Squint and the weapon dealer of Clownsteady owns.
It allows you to steal in plain daylight.
In Clownsteady, guard patrols make it difficult for a low level to manage it.
But in Squint it gets easy.

There is no cap (with 11) for the number of people lockpicking on one item.

When starting a new game from another game where you have paid the Shinobi Thieves Guild, you won't be able to join it again in that new game.
You won't be able to talk to the Boss and earn the bonuses and priviledges. But somehow the traders and surgeons can be talked too.
You have all the advantages of your previous game but the 100 relation with the Shinobi thieves.
It's repeatable.

I've tried reloading, quitting the game and reloading and also starting anew from the game where the dialogue is impossible with the Thief Boss.
No fix.

The only way to fix it is to quit the game, and start a new game from the main menu.

Same has in the Shinobi Towers, you can freely lockpick safes in the Rebel Outpost just north of the Hub.
Just as long as the merchant doesn't see you.

You cannot freely steal though.

Surely not a bug, but a way to exploit.

You can exchange items through walls.
I guess it would be a pain to implement that, but it makes thievery very easy and very prolific.

Also I've had my characters bags checked plenty of times, most of them with inventories full of stolen items from the same faction of the town guards who are checking me.
I never had issues.

Sometimes NPCs will collide and be stuck until the next morning.

I believe it has to do with the door.

Like the very first post.

You can delete the stolen status of certain items by putting them in their specific containers.
It will work with bread, construction and crafting materials.
For example if you put stolen building materials in a Storage: Building Material container it will come out as "normal" if you take it back.

In Clownsteady,

You can steal from the construction material dealer(part of the Machinist Faction) and sell it back a trader(UC Faction).
Basicaly there is 3 factions that allow you to steal and sell in the same town.
Shinobi Thieves, Machinists and UC citizens.

In Mud Town's general store you are outright invisible.
