Dialog package editor

It seems that modifying a dialog package itself doesn't mark the mod as changed, it doesn't prompt for a save when you close.
Also, does the dialogs order in a dialog package matter? There is a way to move them, but I cannot find a way to save it, no matter what they just return to their original position when I reopen the mod.
