Like the subject says, since the new 98.x versions of Kenshi, any piece of clothing not a shirt or underwear appears to be rapidly alternating between their "dry" and "wet" versions. The conditions don't matter, nor does swimming.

My guess would go on your graphics chip. Have you tried udating your drivers?

Having the same problem as well. Didn't realize it was the wet/dry thing causing it.
