Is this intentional?

I stole the Stone Golem's Fragment Axe (and the rest of her equipment), later on in the game I imported and found that all her equipment was back. This was with the Import Dead NPC's option turned on, though I doubt that has any effect on still living NPC's and their equipment.

I can understand a dead NPC respawning with new equipment, but a still living NPC that you robed of legendary special unique gear? Feels kinda wrong.

Also feels kinda weird that I can just get an endless supply of Meitou grade weapons this way (or with dead NPC respawns). Especially so early in the game, it only takes a Thievery skill between 30 to 40 to have a decent enough chance of stealing the thing (and the rest of their equipment, both the Stone Golem and all her special guards).

I think this is an issue with import in general. No matter what features you choose. I'm not sure if this still is a thing but it used to also creat duplicates of already recruited characters.

That is still a thing, one that I don't mind as much, it's the only way to get a decent number of characters of a race/gender combination you might like but are hard to find or even impossible to get in sufficient numbers. It would be better if we had a nicer way of getting a high amount of characters without the need for importing. Kinda wish randomly generated characters would simply keep showing up once in a while, either in bars or in your outpost.

Tbh i almost never make it to more than 10 people in a squad anyways lol. So i'm not too bothered by it. Although an entire army of "Beep's" could be fun. XD

Oh, also i use the "recruit prisoners" mod that allows you to recruit various prisoners. Some demand money others join for free...IF you play your cards right or you have a specific food type on you.

If you settle in or near enough to the right biome and your outpost is good enough (not quite sure how that's determined though), drifters will come along and ask to join. Escaped slaves are less picky and will do the same, though that comes with the risk of being caught harboring runaways. But I do think it would be nice if generic characters like recruits and barkeeps would respawn should they ever leave.

I have noticed that, however the only people that show up seem to be greenlanders, no matter where you settle, you will never get shek, skeletons, hive, or ashlanders this way.

As for freeing slaves, its nice that its possible but it's not a reliable way of increasing your number, there is risk involved and it's a crapshoot whether they join or not.

It's an easy thing to miss.

To the best of my knowledge it's just a predetermined event that happens if you start an outpost, eventually a greenlander will show up and offers to join your group. Of course in order to accept you have to talk of the guy, it's basically just a free recruit. The same event keeps triggering every time you import a game I think, at least if you ignore him.

Don't be surprised you never noticed, it's an easy thing to overlook, the event isn't announced (like traders are) and I'm not sure it always triggers, I'm also not sure what triggers it other then you need to at least have an outpost build.

I think for now it is intentional with the game changing so often and sometimes dramatically.

Drifters joining isn't a predetermined event, it can happen so long as the dialogues necessary trigger conditions are true, one of which is that your outpost is a certain 'level' (I've never quite figured out how this level is determined, but I'd guess you can get an idea what your outpost level is by what icon shows on the map). Besides that, these drifters only spawn in a few biomes. The Border Zone, probably one of the most common starting and outpost areas, noticeably is missing. The territory of the three big factions are good places if you want people to stumble upon your base and join.
You also don't have to go directly into danger and help slaves escape for them to join. The escaped slave squads will sometimes approach your base and ask to join. It's still dangerous, since slavers won't take kindly to finding an escaped slave being sheltered by you, but not as bad. I think these ones only spawn in UC territory for the most part.
And if you've got a hiver in your squad, lost drones who come across your base will also ask to join. But again, like the others, it depends on them spawning and then wandering near your base.
Aside from the Lost Drones, it does seem like the others default to greenlander. I seem to recall getting shek drifters joining my very first outpost, since I'm pretty sure I didn't go and buy people to join, but maybe I'd stumbled upon some free recruits... too long ago to remember.

Now that i think about it i do get a scrawny raid every time i import though. Since i live in a pretty rowdy spot on the map with tons of Gutters, maybe he just wasn't stronk enough to be owrthy of my crew. Not i'd be willing to accept him anyway since i'm roleplaying as a full on feminist anti-greenlander play. So i only accept hivers and Shek. Though i prefer the term "subjugation".

It is intentional.

The purpose of importing is to
a) make your save file compatible with the latest patch, and
b) resolve some issues that your game may be having, such as certain NPCs being stuck, for one example.
You never know when the code turns into spaghetti and it needs an import to straighten it out, so for the most part the game just resets almost everything, with NPC equipment being part of it.

Either way it's a singleplayer game, so you can play it any way that you want.
If you want an endless supply of Meitou weapons, you can keep importing just for that.
Or another option will be to use the provided game editor to mod in to your squad all the Meitou weapons that you want.

On the other hand if it feels weird or wrong, then you simply don't do it. Don't take the weapon again after importing.
You don't have to take everything every time that you import.

Are you kidding?
There are enough unique recruits in the game to fill all 30 vanilla character slots in your possession and more to replace with if some die.
That is without counting in all the generic recruits that you can find in every bar.
And that is without counting slaves or prisoners that you save that may want to join you, or otherwise any other random NPCs that want to join you.
And that is while still missing 1/4th of the map.

How can you be in such a shortage of recruits for you to have to rely on importing your game for more?
Perhaps try to not use them as cannon fodder, if your issue is death.

Have fun trying to fill those 30 vanilla character slots with female shek. Go on, try it, how many bar trips do you think that will take without importing? Sure if you don't care at all what characters you get then its easy to fill out a team, but if you are looking for something specific it can get very difficult to find more then 2 or 3 characters.

There's Seto, Ruka, Rane the Giand and Oron for unique females Shek.
Then the very common Hatsune female Shek, along with other random bar recruits + prisoners.
+ You can start with up to 5 characters, making them all female Shek.

I mean, if you're so picky you can just go to the game editor and create a game start with 30 characters and make them all female Shek, instead of having to import.

Though the point of it being the way it is in vanilla is so you can recruit who you find, not to make a shopping list and have what you want delivered to your feet.
